Burning Glass Institute and JFF aim to work with existing players in the non-degree credentials ecosystem to ensure that the products and tools developed are built upon the workforce field’s current collection of data and its best understanding of consumer and employer needs. While many organizations have sought to address non-degree credential quality and outcomes, few have used the big data approach of the GitLab-sponsored partnership. "Not all programs and credentials are created equal, and precious resources are wasted by learners and employers if they don't have access to reliable outcomes data," said Ellie Bertani, CEO of the GitLab Foundation. GitLab Foundation is hoping its first grant can help demystify the world of credentials. According to a report from JFF and American Student Assistance, employers don’t think college degrees, in general, indicate work readiness, yet they are reluctant to use non-degree credentials in their hiring process due to a lack of understanding of which credentials signal a mastery of which skills. Credential Engine’s report states that these credential offerings are expanding at the fastest rate.įor the most part, learners are forced to roll the dice when selecting a program relying on a mix of opinions from friends and family and research that can be done online. For the vast array of credentials obtained through alternative providers, nearly no outcomes information is available. Instead, a patchwork ecosystem of credential outcomes data has emerged in certain states and for specific programs, especially credit-bearing non-degree credentials from traditional colleges and universities. There is no federally-mandated, comprehensive source of earning outcomes for credential holders in the United States. Research has found that some non-degree credentials lead to quality jobs, economic mobility, and a solid return on investment while others lead to unemployment, underemployment, or employment in poverty-wage jobs. ![]() The problem is that consumers and employers struggle to identify which credentials lead to a return on investment. While not everyone needs a bachelor’s degree, the majority of Americans will need some post-high school education in order to secure a quality job that pays a livable wage in the future. ![]() Skill requirements are becoming more complex in light of technological change and global competition.

In his office, Eddie finds Roger, who begs him to help exonerate him. Eddie later runs into Roger's toon co-star, Baby Herman, who tells him that Roger is innocent and that Acme's missing will, which will give Toontown's ownership to the toons, may be the key to his murder. Doom uses a chemical substance known as "The Dip", capable of destroying the otherwise invulnerable toons he promises to use this on Roger as means of capital punishment once he captures him. While investigating Eddie meets Judge Doom, Toontown's sinister superior court judge and the Toon Patrol, a gang of toon weasels hired by Doom to find and arrest Roger. The next morning Acme is discovered dead in his factory, and evidence suggests Roger killed him. After watching Jessica perform at a nightclub, Eddie secretly photographs her and Acme playing patty-cake, which he shows to Roger, who becomes distraught and despondent that his wife has been cheating on him. Maroon hires Eddie to investigate rumors about Roger's voluptuous toon wife Jessica having an affair with Marvin Acme, owner of Acme Corporation and Toontown. Private detective Eddie Valiant once worked closely with toons alongside his brother Teddy, but sank into depression and alcoholism after Teddy was murdered by one. Humans and cartoon characters, " toons", regularly interact in animated shorts and films, with toons residing in an area of Los Angeles known as Toontown. In 2016, the film was selected for preservation in the United States National Film Registry by the Library of Congress as "culturally, historically, or aesthetically significant". It won three Academy Awards for Best Film Editing, Best Sound Effects Editing and Best Visual Effects and received a Special Achievement Academy Award for Williams' animation direction. It brought a renewed interest in the golden age of American animation, spearheading modern American animation and the Disney Renaissance. It grossed over $351 million worldwide, becoming the second-highest-grossing film of 1988. The film received acclaim from critics, who praised its visuals, humor, writing, and performances, with critics and audiences considering it to be "groundbreaking". Who Framed Roger Rabbit was released through Disney's Touchstone Pictures banner in the United States on June 22, 1988. ![]() While filming, the production budget began to rapidly expand, and the shooting schedule ran longer than expected. Production was moved from Los Angeles to Elstree Studios in England to accommodate Williams and his group of animators. Zemeckis was brought on to direct, and Canadian animator Richard Williams was hired to supervise the animation sequences. Price and Seaman wrote two drafts of the script before Disney brought in executive producer Steven Spielberg and his production company, Amblin Entertainment. ![]() Walt Disney Pictures purchased the film rights for the story in 1981. Its plot follows Eddie Valiant, a private investigator with a prejudice against toons, who must help exonerate Roger Rabbit, a toon framed for murder. Combining live-action and animation, the film is set in an alternate history Hollywood in 1947, where humans and cartoon characters (referred to as "toons") co-exist. The film stars Bob Hoskins, Christopher Lloyd, Stubby Kaye, and Joanna Cassidy, with the voices of Charles Fleischer and Kathleen Turner. It is loosely based on the 1981 novel Who Censored Roger Rabbit? by Gary K. Who Framed Roger Rabbit is a 1988 American fantasy comedy mystery film directed by Robert Zemeckis and written by Jeffrey Price and Peter S. Both records are mixed bags, as if the band is a chimera struggling to become something not entirely unsettling. Carnivore’s speedy thrash riffs and howling vocals have survived, but midway through, songs slow to a crawl, infused with foreboding synthesizers and mournful church organs. The cover of 1991’s Slow, Deep and Hard featured a blurred image of a penis (maybe Steele’s) and the follow-up, a “live” album-versions of songs from their first LP with fictionalized stage banter and a fabricated booing crowd overdubbed-released the following year, The Origin of the Feces, is famous mostly for the cover depiction of his anus (definitely Steele’s). And his crude sense of humor carried over from the ’80s. They were still being booked at Carnivore’s old stomping grounds, in the East Village at The Ritz and in Brooklyn at L’Amour. The first two Type O Negative albums, though, were indications that Steele wasn’t quite ready to leave the past behind. Steele, along with childhood friends guitarist Kenny Hickey, keyboardist Josh Silver, and drummer Sal Abruscato, settled on naming their gothic doom project Type O Negative-after a short stint as Sub-Zero, also taken-because “it didn’t sound too metal.” According to Silver, the band preferred ambiguity, so that “you couldn’t tell what kind of band, what type of music it would be.” Steele had a reputation from his time in Carnivore, and the band didn’t want to be pigeonholed as just another thrash act, a genre that broke into the mainstream that year with landmark albums from Megadeth, Slayer, Anthrax, and Suicidal Tendencies. Originally called Repulsion, Type O Negative emerged in 1990 after the grindcore pioneers with the same name enlisted a lawyer. He’d repeat this theme on Type O Negative’s debut, Slow, Deep and Hard, in the lyrics to the song “Der Untermensch,” and in interviews throughout his career. He penned the words for fellow New York hardcore band Agnostic Front on their 1986 song “Public Assistance,” a racist screed against so-called welfare queens. What Steele became infamous for in the mid-’80s, though, was his racist and misogynistic lyrics-written off by fans and hagiographers as “sarcastic”-and by extension, his perceived worldview. The album is good, if musically unremarkable, crossover thrash. Glancing merely at the tracklist, Retaliation anticipates most Type O Negative albums: a joke opener (“Jack Daniel’s and Pizza”), classic rock cover halfway through (Jimi Hendrix’s “Manic Depression”), and a smattering of offensive song titles ( honestly, take your pick). Steele hinted at Type O Negative’s style back in 1987, the same year he started in the Parks Department and released his thrash band Carnivore’s second and final album, Retaliation. Never again would Steele make an album that straddled these two worlds, with one foot in a mud-flecked work boot, the other in pristine black leather. In creating Bloody Kisses, Steele re-invented goth metal by grasping on to influences like Black Sabbath and the Beatles, and creating a lane for mainstream goth-influenced bands from Finland’s HIM to Evanescence. Coming out of the 1980s as an all-star in the New York City thrash metal world-a scene that bred bands like Anthrax, Overkill, and Nuclear Assault-he entered the next decade with that same brash attitude, but with an urge to slow things down. But Steele didn’t care about the death metal part he just wanted the doom. The genre was a self-serious mashup of death metal and doom that left little room for outsized personalities like Steele. ![]() ![]() ![]() Goth metal, then still in its infancy, was made popular in the early ’90s by “The Peaceville Three,” which included My Dying Bride, Paradise Lost, and Anathema, all from Northern England. In that same interview, he reveals that the song has some verisimilitude: “It’s about the girl I fucking slashed my wrists over,” a reference to his 1989 suicide attempt. But Steele made an industry of synthesizing the ironic with the sublimely earnest. 1 (Little Miss Scare-All)” is a send-up of the goth-girl archetype (”She’s got a date at midnight with Nosferatu/Oh, baby, Lily Munster ain’t got nothing on you”), the title referring to the only thing a Little Miss Scare-All could ever truly fear: the roots of her hair showing. The vampire of South Brooklyn, who shoveled shit between band practices, cut both a relatable and controversial figure. It was, he later told an interviewer for the deluxe reissue of his band Type O Negative’s landmark third album, Bloody Kisses, about “the ultimate goth girl” who was “in love with herself.” And for three hours, while sitting in traffic waiting to unload a truckful of excrement, he composed a song in his head. He was an archetype for the brooding, hypermasculine metalhead that crawled out of the primordial ooze. Steele looked like a more Nordic Undertaker, or Glenn Danzig but a foot taller. ![]() Medea furiously castigates her son, Chac-Mool over his decision to take part in a ritual she considers symbolically toxic ( Moraga, 2001, p. has mystical powers that haunt the family.
